Due to the use of force, the incident will be reviewed internally, in accordance with ministry policy.

“We have use of force instructors who play a supervisory role, and any use of force, especially of this nature, is sent for review,” Smetana said. “It happens automatically. Officers complete a use of force report and their reports generate these reviews.

According to the press release:

Police were dispatched to the 8800 block of 75th Street for a call to a man sleeping on the floor. Officers woke Lavelle, who appeared to be under the influence of alcohol.

Lavelle provided identification that did not match his appearance or physical makeup, the statement said. As the police tried to identify him with certainty, the accused fled on foot. A Taser was deployed, but the initial discharge was ineffective, the statement said.

When an officer arrested Lavelle, he continued to resist and a fight ensued. A second Taser was used and Lavelle was eventually arrested.

Lavelle was transported to Froedtert South Hospital in Pleasant Prairie, then incarcerated in Kenosha County Jail.

Morale was high at the Kenosha County Job Fair, co-hosted by Kenosha News, and employers were optimistic about attending the event on Wednesday afternoon, July 28, 2021 , at Parkway Chateau.
